I can't claim to be an expert on all of the music going on in Detroit, but it is an amazing and underappriciated source of music.  Here are some ways to find out more:

There are a number of great books about Motown:

Motown and the Cultural Politics of Detroit by Suzanne Smith, Harvard University Press

Motown: The Golden Years by Bill Dahl, Krause Publications

Standing in the Shadows of Motown : The Life and Music of Legendary Bassist James Jamerson by various, Hal Leonard Publishing Corporation
(a great history of this amazing Bass player, comes with many excellent transcriptions)

One Nation Under a Groove : Motown and American Culture by Gerald Early, Ecco Press

Here is a great book about the legacy of Detroit Jazz:
Before Motown : A History of Jazz in Detroit, 1920-60 by Lars Bjorn, Jim Gallert, Univ of Michigan Press

There is also a great documentary about the "Funk Brothers" (The Motown rhythm section), Standing the Shadows of Motown.

Summer Music Festivals in Detroit

Concert of Colors sponsered by ACCESS and New Detroit, who have a more up to date listing of the schedule.

Detroit Electronic Music Festival (DEMF)- last year something like 1 million people came to this event

The Detroit Jazz Festival- the largest free Jazz festival in North America

There are many, many other festivals so keep up with the Metro Times to find out about them.
