Obscure Netscape Bug

This page has a link to a page that seems to provoke a strange Netscape bug. The first time you click on this link, you will just connect to the page with no problem. But the second time you click on the link, the page will load and then another page will immediately be loaded. That page is found in a link at the bottom of that page.

I've done some testing on it, but I don't have time to try to figure out all the variables that lead Netscape into this strange behavior. If you figure it out, please tell me what it was.
